ZATCA Phase 2 e-invoicing checklist
Use this list to check that your business is ready for the Integration phase of ZATCA e-invoicing. It works with any compliant software, not only ours.
Phase 1 and Phase 2 in one minute
Phase 1 (Generation) started on 4 December 2021. Every VAT-registered business must issue invoices from compliant software, with a QR code on simplified (B2C) invoices, and must not issue handwritten or editable invoices.
Phase 2 (Integration) started on 1 January 2023 and is rolled out in waves. ZATCA tells each business its wave in advance; from that date your software must connect to the Fatoora platform.
Standard tax invoices (business to business) must be cleared by ZATCA before you share them with the buyer. Simplified tax invoices (business to consumer) are given to the customer at once and reported to ZATCA within 24 hours.

4. Day-to-day after go-live

Frequently asked questions
Does Phase 2 apply to my business now?
Only from the date in your wave notice. ZATCA picks each wave by revenue and notifies the businesses in it ahead of time. Until then, Phase 1 rules apply.
What is the difference between clearance and reporting?
Clearance is for standard (B2B) invoices: ZATCA checks and stamps the invoice before the buyer gets it. Reporting is for simplified (B2C) invoices: the customer gets the invoice at once and your software sends it to ZATCA within 24 hours.
Do I need a new device for each counter?
No new hardware is required, but each counter or app that issues invoices is onboarded as its own unit with its own certificate.
Can I keep selling when the internet is down?
Simplified invoices can be issued offline and reported once the connection is back, within the 24-hour window. Standard invoices need clearance, so they wait for the connection.
How StartERP handles Phase 2
StartERP onboards each counter with an OTP, signs and stamps every invoice, clears B2B invoices and reports B2C invoices for you. Phase 2 comes with the ZATCA Phase 2 add-on.
